فائو از تلاش‌های ایران برای تقویت ظرفیت دست‌اندرکاران ملی و محلی در زمینه تأمین مالی اقدامات اقلیمی حمایت می‌کند

فائو از تلاش‌های ایران برای تقویت ظرفیت دست‌اندرکاران ملی و محلی در زمینه تأمین مالی اقدامات اقلیمی حمایت می‌کند.

به گزارش پایگاه خبری صنعت غذا و کشاورزی، سازمان خواربار و کشاورزی ملل متحد (فائو) در راستای ایجاد بستری جامع جهت پرداختن و رسیدگی به مسائل مرتبط با تغییرات اقلیمی در ایران، با همراهی سازمان حفاظت محیط زیست به عنوان مرجع صلاحیت‌دار ملی صندوق اقلیم سبز، حدود ۱۰۰ نهاد و ارگان محلی، ملی و بین‌المللی را گرد هم آورد و ضمن حمایت از افزایش ظرفیت این نهادها، زمینه گفتگو و تعامل مشترک آن‌ها بر سر مسائل مرتبط با تأمین مالی اقدامات اقلیمی را فراهم کرد.

این
دست‌اندرکاران شامل نهادهای بخش عمومی، جامعه دانشگاهی، سازمان‌های بین‌المللی،
بخش خصوصی و جامعه مدنی هستند که پیشتر از طریق ارزیابی و پیمایش مشترک فائو و
سازمان حفاظت محیط زیست، به منظور تعامل با دست‌اندرکاران پروژه «برنامه آماده‌سازی
و پشتیبانی مقدماتی صندوق اقلیم سبز برای جمهوری اسلامی ایران» تعیین و شناسایی
شده‌اند.

شرکت‌کنندگان
در این نشست مشورتی و کارگاه آموزشی با بهره‌مندی از امکان ارائه شده از سوی فائو
برای ارتباط، تعامل و گفتگوی طرف‌های مستقر در تهران، بانگکوک و مراکز استانی
کشور، دیدگاه‌های خود درباره ظرفیت‌های نهادی و فنی کشور و همچنین چالش‌ها و گام‌های
پیش‌روی لازم جهت پرداختن و رسیدگی به مسائل مرتبط با تغییرات اقلیمی را به اشتراک
گذاشتند.

شرکت‌کنندگان
در این نشست مشورتی و کارگاه آموزشی همچنین پیشنهادهای ارائه شده درباره چگونگی
ارتقای ظرفیت مرجع صلاحیت‌دار ملی، اصلاح قواعد و مقررات و تدوین اولویت‌های سیاستی
جدید جهت دسترسی و استفاده بهینه از منابع مالی بین‌المللی به‌منظور تأمین مالی
اقدامات مرتبط با کاهش و سازگاری با تغییرات اقلیمی در کشور را مورد بحث و بررسی
قرار دادند.

به گفته گرولد بودِکِر، نماینده فائو در جمهوری اسلامی ایران، « فائو متعهد به تدوین و توسعه سازوکاری فراگیر برای تضمین مشارکت دست‌اندرکاران است. برگزاری جلسات مشورتی همچون نشست کنونی و ارائه فرصت‌های یادگیری، ظرفیت شرکای این پروژه را افزایش داده و موجب تحقق مسئله مالکیت کشوری به‌منظور سرمایه‌گذاری در اقدامات مرتبط با کاهش و سازگاری با تغییرات اقلیمی می‌شود.»

بودکر با اشاره به تلاش‌های مشترک فائو و سازمان حفاظت محیط زیست، عنوان کرد: «مالکیت کشوری یک فرآیند پیوسته است و سازمان حفاظت محیط زیست نقشی کلیدی در پیشبرد توسعه ظرفیت نهادی و تعامل دست‌اندرکاران برای مالکیت کشوری جهت پرداختن به چالش‌های اقلیمی که ایران با آن مواجه است را دارد.» فائو به عنوان نهاد پیشروی سازمان ملل متحد در پیشبرد و هدایت تلاش‌های جهانی در زمینه توسعه کشاورزی و روستایی پایدار و تاب‌آور به تغییرات اقلیمی، با ارائه توان و ظرفیت فنی و تخصصی خود به کشورهای عضو، از تلاش‌های آن‌ها در زمینه برنامه‌ریزی، دسترسی به منابع تأمین مالی و همچنین اجرا و گزارش‌دهی درباره اقدامات مرتبط با کاهش و سازگاری با تغییرات اقلیمی در کشاورزی و مدیریت منابع طبیعی، حمایت می‌کند.

FAO supports Iran to strengthen the
capacity of national and local stakeholders on climate finance  

Tehran – To provide an inclusive platform to
address climate-related issues in Iran, the Food and Agriculture Organization
of the United Nations (FAO) and the Department of Environment (DOE), as the
National Designated Authority (NDA) of Green Climate Fund (GCF), partnered to bring
together and build capacity of around 100 local, national and international
stakeholders to discuss climate finance.

The engaged stakeholders, from the
public sector, academia, international organizations, private sector and civil
society, have been identified previously through a mapping exercise conducted
jointly by FAO and DOE under the stakeholder engagement component of the
project “Green Climate Fund Readiness and Preparatory Programme of the
Islamic Republic of Iran.”

Thanks to an opportunity provided by
FAO to connect different parties from Tehran, Bangkok, and many provincial
capitals across the country virtually, the participants in this meeting shared
their views on the country’s institutional and technical capacities, existing
challenges and steps forward to address climate-related issues.

The partakers also discussed the pooled
recommendations on how to enhance the NDA’s institutional capacity, amend the
applicable rules and regulations, and formulate new policy priorities to both access
and effectively utilise international funding resources to finance climate
change mitigation and adaptation measures in the country.

“FAO is committed to developing
inclusive mechanisms to ensure stakeholder’s engagement. Consultative sessions like
this as well as providing learning opportunities will increase the capacity of
partners in order to secure the country’s ownership to invest in climate change
mitigation and adaptation measures,” said Mr Gerold Bödeker, FAO
Representative to the Islamic Republic of Iran.

Highlighting the joint efforts put in
action by FAO and DOE, Mr  Bödeker
asserted that the “country’s ownership is a continuous process, and the
role of the Department of Environment is key in driving institutional capacity
development and stakeholder’s engagement for strong ownership in addressing the
climate challenges Iran is facing.”

FAO, being the lead UN agency driving
global efforts on sustainable and climate-resilient agriculture and rural development,
offers technical expertise to member countries in supporting their efforts to
plan, access to finance, implement and report on climate change adaptation and
mitigation measures in agriculture and natural resources management.
