فائو: کووید-۱۹، افزایش گرسنگی و تغییرات اقلیمی، سه حوزه نیازمند اقدام فوری در منطقه آسیا و اقیانوسیه
سازمان خواربار و کشاورزی ملل متحد (فائو) می‌گوید
که منطقه آسیا و اقیانوسیه، از ایران و افغانستان در غرب، تا مناطق پر جمعیت جنوب
و جنوب شرق آسیا و جزایر پاسیفیک، نیازمند یافتن راهکارها و رویکردهای جدید برای
مقابله با بیماری ویروس کرونا، رشد سوءتغذیه و کاهش تأثیرات تغییرات اقلیمی است.
به گزارش صنعت غذا و کشاورزی، بیماری ویروس کرونا همچنان تهدیدی برای زندگی و معیشت‌ها است و به تلاش‌ها برای به صفر رساندن گرسنگی و سوءتغذیه در منطقه آسیب رسانده است. علاوه بر آن، تغییرات اقلیمی تهدیدی برای تلاش‌های جاری در راستای افزایش تاب‌آوری نظام‌های تولید و تأمین غذا است.
در پاسخ به این شرایط، دفتر منطقه‌ای فائو در آسیا و
اقیانوسیه، به همراه ۴۶ کشور عضو خود، یک کنفرانس چهار روزه مجازی را برای بررسی
دقیق وضعیت کنونی امنیت غذایی در منطقه برگزار کرده است. در این کنفرانس به‌طور
خاص بر دلالت‌های شیوع ویروس کرونا و تأثیرات آن بر نظام‌های غذایی منطقه آسیا و
اقیانوسیه تمرکز شده است..
به گفته جونگ‌جین کیم، دستیار مدیر کل و نماینده فائو
در منطقه آسیا و اقیانوسیه، «ما باید شرایط پیش‌روی خود و اینکه جهان و منطقه ما
تغییر کرده است را بپذیریم. در مواجه با این چالش‌ها، باید راه‌های جدیدی را برای
حرکت روبه‌جلو و تضمین امنیت غذایی پایدار بیابیم؛ همچنین برای مقابله با
تهدیدهایی که ممکن است در آینده شکل بگیرند آماده شویم.» به گفته وی، «این کنفرانس
مجازی فرصتی برای گردهم‌آوردن افراد و ایده‌ها برای طراحی مسیر و اقدامات مناسب
پیش‌رویی است که به نفع همگان است.»
این کنفرانس همچنین بر برنامه پاسخ و احیای فائو در
مواجه با بیماری ویروس
کرونا که اجرای آن به‌تازگی آغاز شده است تمرکز
دارد. این برنامه با هدف ارائه پاسخی جهان‌شمول، منعطف و هماهنگ به‌منظور تضمین
دسترسی به مواد غذایی مغذی برای آحاد بشر طراحی شده است. این برنامه شامل بسیج
تمامی انواع منابع و مشارکت‌ها در سطوح کشوری، منطقه‌ای و جهانی است. هدف اصلی این
برنامه کاهش تأثیرات اولیه همه‌گیری بیماری ویروس کرونا و تقویت تاب‌آوری بلند‌مدت
نظام‌های تولید و تأمین غذا و معیشت‌های وابسته به آن است.
این کنفرانس همچنین راه‌های جدید بازاریابی (همچون
تجارت الکترونیک) و فناوری‌های نوین (شامل تأسیسات و امکانات بهینه‌تر ذخیره‌سازی)
را که به کاهش اتلاف مواد غذایی کمک کرده و برای تضمین جریان مواد غذایی مغذی و
کسب درآمد برای افراد شاغل در تمامی بخش‌های غذا و کشاورزی حیاتی هستند را مورد
بررسی و سنجش قرار می‌دهد.
توانمندسازی کشاورزان خرده‌مالک و خانواده‌های زراع – افرادی که بیشترین مواد غذایی مصرفی ما را تأمین می‌کنند – با هدف پویا‌تر کردن، کار‌آفرین‌ی بیشتر و رقابتی‌کردن آن‌ها به‌واسطه نوآوری مداوم، از دیگر مسائل مهم مورد بررسی در این کنفرانس است. کشاورزان خرده‌مالک نیازمند دسترسی بیشتری به منابع مالی، فناوری‌ها و نوآوری‌ها هستند و گردهم‌آوردن تمامی نقش‌آفرینان و دست‌اندرکاران برای تحقق این دستاوردهای هدف‌گذاری شده اهمیت به‌سزایی دارد.
COVID-19, rising hunger and climate
change urgently need to be battled back in Asia and the Pacific: FAO
Tehran – From Iran and Afghanistan in the west, across populous South and
East Asia, and far out into the Pacific Islands, new ways and approaches are
needed to battle back from COVID-19 and
malnutrition as well as mitigate climate change in the Asia and the
Pacific, the Food and Agriculture Organization of the United Nations (FAO)
announced.
COVID-19 still continues to
threaten lives and livelihoods and has led to setbacks in the fight to end
hunger and malnutrition in the region. Furthermore, climate change is another
aggravating factor menacing efforts to increase resilience across our food
systems.
In response, FAO Regional Office for Asia and the
Pacific, along with its 46 member states, has convened a four-day virtual
conference to closely examine the present situation of the region’s food
security, with a particular emphasis on implications linked to the spread of
the Coronavirus and its impact on food systems region-wide.
“We must come to terms with what is before us
and recognize that the world and our region has changed. We must find new ways
to move forward and ensure sustainable food security in the face of these
pandemics, as well as prepare for threats that can and will evolve in the
future,” said Jong-Jin Kim, Assistant Director-General and FAO Regional
Representative for Asia and the Pacific. “This virtual conference brings
together the people and ideas to chart a true course of action for the benefit
of all.”
The conference highlights FAO’s recently
launched comprehensive COVID-19 Response and
Recovery Programme designed to provide a flexible
and coordinated global response that aims to ensure access to nutritious food
for everyone. The programme includes the mobilization of all forms of resources
and partnerships at country, regional and global level. The main aim is to
mitigate the immediate impacts of the COVID-19 pandemic while strengthening the
longer-term resilience of food systems and livelihoods.
The conference also considers new marketing
channels (such as e-commerce) and new technologies (including better storage
facilities) that will help reduce food losses, as these are critical to ensure
the flow of nutritious foods and to generate improved incomes for those who
work across the entire food and agriculture sectors.
Equally critical is enabling smallholder and family farmers – those who produce most of the food we consume – to become more dynamic, entrepreneurial and competitive through continual innovation. Smallholders will need much greater access to financial resources, technology and innovation. Bringing all players together is crucial for FAO to realizing these gains.
