سازمان خواربار و کشاورزی ملل متحد (فائو) در چارچوب تلاشهای جاری خود در حمایت از ارتقای ظرفیت ملی ایران در زمینه سازگاری و کاهش تغییرات اقلیمی، دورهای آموزشی را برای کارشناسان ایرانی با هدف تقویت دانش و مهارتهای آنها جهت ارتقای سرمایهگذاری مبتنی بر تغییرات اقلیمی در توسعه کشاورزی و روستایی، مشارکت با نهادهای بینالمللی تأمین مالی، و ایجاد مسیرهایی مناسب برای تحقق توسعه تابآور به تغییرات اقلیمی برگزار کرد.
به گزارش پایگاه خبری صنعت غذا و کشاورزی، در این کارگاه آموزشی پنج روزه کارشناسان و نمایندگانی از بیش از ۲۰ نهاد و سازمان ایرانی، شامل بخشهای دولتی و خصوصی شرکت داشتند. شرکتکنندگان در این دوره دانشافزایی آموزشهای لازم را در زمینه مباحثی همچون بینشها، برداشتها، ابزارها و آموزشهای عملی جهت تدوین بخشهای مختلف سند پروژه – ناظر به تغییرات اقلیمی – شامل اهمیت مسئله، گردآوری دادهها و اطلاعات، ارزیابی ایده اصلی پروژه، تهیه خلاصه سند و همچنین تدوین کل سند پروژه را دریافت کردند.
شرکتکنندگان در این دوره همچنین درباره مفاهیم کلیدی مورد نیاز برای تدوین پروژه – براساس شش معیار سرمایهگذاری صندوق اقلیم سبز – شامل تغییر پاردایم، نظریه تغییر، رویههای تصویب ساده پروژه و چارچوب سنجش عملکرد، آموزشهای لازم را دریافت کردند.
در چارچوب این کارگاه آموزشی، شرکتکنندگان فرآیند تصویب ملی مورد نیاز برای دسترسی به منابع مالی صندوق اقلیم سبز را مورد بحث و بررسی قرار دادند. این فرآیند ارزیابی موسوم به «رویه عدم اعتراض»، یک شیوه ارزیابی توسعه یافته برای مرجع ملی صلاحیتدار مستقر در سازمان حفاظت محیط زیست است. رویه عدم اعتراض، به مرجع صلاحیتدار ملی این امکان را میدهد تا تمامی خلاصه طرحها و پروژههای ارائه شده جهت دسترسی به منابع مالی صندوق اقلیم سبزر را مورد سنجش و ارزیابی قرار داده و آنها را ردهبندی کند.
آقای گرولد بودِکِر، نماینده فائو در جمهوری اسلامی ایران نیز در جریان سخنرانی خود در این کارگاه آموزشی با اشاره به مشارکت این کارگزاری تخصصی سازمان ملل متحد با سازمان حفاظت محیط زیست و صندوق اقلیم سبز، تصریح کرد که «فائو متعهد به حمایت از مرجع صلاحیتدار ملی ایران و دیگر دستاندرکاران مرتبط برای تعامل با نهادهای بینالمللی و دسترسی به منابع تأمین مالی اقلیمی جهت محدود کردن یا کاهش انتشار گازهای گلخانهای، سازگاری با تأثیرات تغییرات اقلیمی و تقویت توسعه تابآور به تغییرات اقلیمی در کشور است.»
آقای بودِکِر با تصریح دوباره بر این حقیقت که «فائو آماده کمک به جمهوری اسلامی ایران در زمینه اقدامات مرتبط با تغییرات اقلیمی است»، تأکید کرد که «این سازمان از طریق همکاری نزدیک با همتایان ملی و بینالمللی خود تلاش دارد تا برداشت مناسبی را در زمینه چگونگی و معیارهای فرآیند تصویب پروژههای مرتبط با تغییرات اقلیمی، در دستاندرکاران این امر در کشور ایجاد کند.» فائو به عنوان کارگزاری پیشروی سازمان ملل متحد در ترویج رویکردها، شیوهها و تکنیکهای هوشمند به اقلیم در بخش کشاورزی، با اجرای پروژه «برنامه آمادهسازی و پشتیبانی مقدماتی صندوق اقلیم سبز برای جمهوری اسلامی ایران» از تلاشهای کشور در زمینه حفظ محیط زیست و تنوع زیستی و ایجاد تابآوری میان میلیونها خانواده روستایی کشاورز در ایران حمایت میکند.
FAO takes a step forward to support Iranian experts in developing and appraising green projects
Tehran – The Food and Agriculture Organization of the United Nations (FAO), as part of its ongoing efforts in supporting Iran to enhance its national capabilities to adapt and mitigate climate change, provides another training opportunity for Iranian experts, enhancing their knowledge and skills to scale up climate investment for the agricultural and rural development sectors, leverage partnerships with global funding bodies, and build climate-resilient development pathways.
Representing over 20 Iranian entities and divisions from both public and private sectors, during this five-day workshops the participants were provided with requisite vision, understanding, tools and hands-on training on developing climate rationale, collecting required data and information, assessing project idea, concept note and full proposal.
Besides, the attendees were trained on critical project-formulating concepts including Paradigm shift, Theory of Change (TOC), Simplified Approval Procedures (SAP), and Performance Measurement Framework, according to the six criteria for Green Climate Fund investment.
Within this workshop the national approval process for accessing GCF funds was also reviewed and discussed by the participants. This assessment process, which is called the No-Objection Procedure (NOP) is an evaluation method developed for the National Designated Authority (NDA) at the Department of Environment. NOP will enable NDA to evaluate, assess and score all prospective concepts and projects who wish to access GCF funds.
Being partnered with the Department of Environment and the Green Climate Fund, “FAO is committed to support Iran’s National Designated Authority (NDA) and respective stakeholders to engage with the international bodies and to access the climate finance to limit or reduce greenhouse gas emissions, adapt to the impacts of climate change and boost climate-resilient development in the country,” emphasised Mr Gerold Bödeker, FAO Representative to the Islamic Republic of Iran in his remarks delivered at the Worksop.
Reiterating the fact that “FAO stands ready to assist the Islamic Republic of Iran as it raises its ambition on climate action,” Mr Bödeker further underscored that the “Organization works closely with its international and national counterparts to build a good understanding of global green-climate approval process modality and criteria among engaged stakeholders in the country.”
FAO, being the lead UN agency in promoting climate-smart approaches, practices and techniques in the agriculture sector, implements the project “Green Climate Fund Readiness and Preparatory Programme of the Islamic Republic of Iran,” supporting the country in its efforts to preserve the environment and biodiversity, and build the resilience among millions of rural family farmers.
